He expects there may well be an Hispanic insurgency, backed by the drug cartels, to detach the Southwest from the United States, putting it nominally under Mexico, but actually under the cartels. Few will, alas, believe him. Humans have a bias, despite overwhelming evidence over the centuries, to believe that the way things have been is how they will always be. Many, perhaps most readers, even those not of the Social Justice Warrior persuasion, will recoil.
