Smith had just left the prison system after two decades for an armed robbery beef and he was still serving some of his parole. I say “was” because when Smith attacked his lawyer, Silvernail shot him and Smith was DRT (dead right there), saving the taxpayers some money. He should have done it a lot sooner. State law allows non-profit organizations to request a special design, and allows the state to reject the request for several reasons, including that "the design might be offensive to any member of the public."
