Individuals in a really different culture can certainly be nice people, not at all consciously evil or nasty, yet the basis of their society and way of relating to others can be so different that they naturally act in ways that don't remotely fit the kind of Judao-Christian basis of our society. Assuming that everyone else is essentially no different from us in how they see the world is a very dangerous thing.
