The idea of the program, to use reformed criminals as agents for good in the community they came from, sounds really good, and I have no doubt it does some good. However, the key point is the "reformed" part, and with some individuals it's hard to know whether they've really changed or have just learned to act out the part convincingly for their own benefit.
Here is one case where the individual didn't really change that much, but sure faked out everyone.
